Planning & Zoning

The Planning & Zoning Committee is responsible for preparing and maintaining the City's Comprehensive Plan, administering and enforcing zoning and subdivision regulations, enforcing building codes, and carrying out ordinances for permits and inspection. The Building Committee which is comprised of three council members is designated as the building inspector for the City. The City also has a Building Permit Consultant that reviews plans. Together, permits are reviewed and the Building Committee makes recommendation to the Planning and Zoning Commission.

PERMIT REQUIREMENTS


When are Building Permits required? Permits are required for the following: 
New Construction
Additions 
Alterations
Demolitions
Moving
Change of Occupancy/Use
Sheds (over 200 square feet)
Fences (over 7' high)

General Exceptions to Building Permits
(Exemption from the permit requirements still requires compliance with the codes and zoning regulations.)
-One-story detached accessory structures provided the floor area does not exceed two hundred (200) square feet. Setback requirements from zoning are still required to be met.
-Fences not over seven (7) feet high.
-Retaining walls that are not over four (4) feet in height measured from grade on the exposed side to the top of the wall, unless supporting a surcharge.
-Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed 2 to one 1.
-Sidewalks and driveways.
-Painting, papering, tiling carpeting, cabinets, countertops and similar finish work.
-Above ground prefabricated swimming pools.
-Swings and other playground equipment.
-Window awnings supported by an exterior wall which do not project more than 54 inches from the exterior wall and do not require additional support.
-Replacement of similar siding materials.
-Replacement of similar roofing materials.
-Gutters, downspouts, and storm windows.
-Window replacement where the rough opening is not altered.
-Structures or work performed on properties of the government of the United States of America or the State of South Dakota.
-Decks that are not more than 30 inches above grade at any point.
-Interior remodeling.

When are Flood Plain Development Permits required? Permits are required for the following when property is located in the designated flood zone:
New Construction
Substantial Improvements
Rehabilitation
Bridge/Culvert
Channelization
Excavating
Fill
Levee
Grading

Planning & Zoning Meeting Dates
All meetings are held in conjunction with the regular City Council meetings – 1st Monday of each month at 7:00 pm in the Haakon County Courthouse Community Room.
