Notice of Possible Use of Community Development Block Grant In and Adjacent to Flood Plains
NOTICE OF POSSIBLE USE OF COMMUNITY DEVELOPMENT BLOCK GRANT IN AND ADJACENT TO FLOOD PLAINS
Pursuant to Executive Order 11988, the City of Philip gives notice that they expect to utilize Community Development Block Grant funds to aid in making improvements to the city’s wastewater system in the southwest area of the city. The project includes the replacement/upgrade of approximately 375 linear feet of 12-inch main, 395 linear feet of 10-inch main, 1,820 linear feet of eight-inch PVC, 1,590 linear feet of four-inch PVC, 155 linear feet of six-inch PVC, and replacement of six manholes, plus all necessary appurtenances.
The existing sewer lines are being replaced on portions of Oak Street, Howard Avenue, and West Avenue. The project is located in SE1/4 of the SE1/4 Section 14, SW1/4 of the SW1/4 Section 13, NE1/4 of the NE1/4 Section 23, of Township 1N, Range 20E, of the Black Hills Meridian. Portions of the project lie in or adjacent to floodplains. The project is being undertaken in order to provide adequate wastewater services to Philip residents.
The City of Philip will analyze alternatives to this proposed action, if no practical alternatives are identified, impacts of this action will be assessed, and measures to mitigate adverse impacts will be identified.
All interested parties are invited to submit their written comments to Michael Vetter, Mayor of Philip and Environmental Certifying Officer, PO Box 408, Philip, SD 57567 no later than 15 days after the printing of this notice.
