Rubble Site Fees
Rubble site charges are billed with the monthly utility bills. The below rates include State Sales Tax of 4.2% in accordance with State Law.
City Residents - General Rubble:
Pickup/Car/Trailer $ 15.00 per load
Pickup/Car w/attached Trailer $25.00 per load
1 Ton Truck (and over) $25.00 per load
City Residents - Construction Materials:
Pickup/Car/Trailer $30.00 per load
Pickup/Car w/attached Trailer $60.00 per load
1 Ton Truck $70.00 per load
Single Axle Truck $130.00 per load
Tandem Axle Truck $180.00 per load
City Residents – Tires:
Passenger Car/Pickup $ 5.00 per tire
Truck $10.00 per tire
Tractor or larger $30.00 per tire
Out of City Limits - General Rubble:
Pickup/Car/Trailer $20.00 per load
Pickup/Car w/attached Trailer $30.00 per load
1 Ton Truck (and over) $30.00 per load
Out of City Limits - Construction Materials:

Pickup/Car w/attached Trailer $90.00 per load

City Residents & Out of City Limits – Yard Waste:
There is no charge for yard waste which includes grass clippings, weeds, etc. and branches up to one inch in diameter on a regular dump day. If the rubble site operator is asked to open on a day other than a regular dump day, the above listed fees for general rubble are applied along with an additional 25% surcharge.
Depositing Demolition Material from Non-Condemned Structures at the Rubble Site:
Property owners whom contract the demolition of their non-condemned structure(s) shall be assessed $1.10 per square footage of the structure(s) removed and deposited at the site. (Adopted 11/4/13)
Depositing Demolition Material from Condemned Structures at the Rubble Site:
Property owners whom contract the demolition and clean-up of their condemned structure(s) and property shall be assessed $0.60 cents per square footage of the structure(s) removed and deposited at the site.
When the City contracts the demolition and clean-up of condemned structures and properties, property owners shall be assessed $0.80 per square footage of the structure(s) removed and deposited at the Rubble Site. Of that amount, $0.25 per square footage will assist in recovering the City’s costs incurred for contracting the work and hauling of the material.
Depositing Trailer Houses from Out of City Limits at the Rubble Site:
Property owners located out of the city limits within a two-mile radius are permitted to deposit dilapidated trailer houses and shall be assessed $2.10 per square footage of the structure deposited at the site. (Adopted 07/05/22)
Removal of Unauthorized Waste: Fine not to exceed $200 or cost of removal or both. (Ord. 5-302.m)
Rubble Site Surcharge:
A surcharge of $1.00 is assessed on each City of Philip utility account per month. This is reserved for the purpose of locating and purchasing land to expand and/or establish a new rubble site.
